Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The main motive of this Skill Certification Scheme is to enhance a large number of Indian youth to take up industry-relevant skill trainings that would pave a way and help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). Under this Scheme, Training and Assessment fees are completely paid and borne by the Government itself.
In March 2015 the Ministry of Skill Development and Entrepreneurship was directed by the government to formulate and implement the Pradhan Mantri Kaushal Vikas Yojana. It was to be done through the National Skill Development Corporation. The budget allocated to the Yojana was around 1500 crore. The government planned to target class 10 and class 12 dropouts and lower-income groups and impart skills training to 24 lakh youth. The Ministry of Skill Development and Entrepreneurship took three months to formulate the plan and its implementation started by June 2015. The scheme rolled out from the state of Bihar. On July 15th, the scheme was launched nationwide.

Investment Required
As it comes under the government scheme and yojanas, the investment required for starting PMKVY franchise is quite less. As an affiliated training center, the individual has to pay a Registration Fee of INR 12000. Additionally, he/she is also required to pay an annual monitoring fee of INR. 8000. Training Centers will also have to pay an Affiliation fee of Rs. 1000 for each job role. Actually, the training center will get affiliation according to the job roles.
A Dedicated Training Center
One of the special and only requirement for acquiring this Franchise is the presence and the involvement of a Training Center which matches the qualifications given as per the scheme.
The Training Centers need to be designed with to accommodate the Pradhan Mantri Kaushal Vikas Yojna scheme. The training center will provide the job skills in accordance the guidance set by the various government departments.The training center is going to be analyzed by the government agencies from time to time. The analysis result will decide whether the training center will be converted into a permanent training center or will be phased out.
There is a legal contract between the franchisee and the franchisor. The training centers cannot use the resources of the government to run any other business. The training centers will only be open for the time specified by the government. The Training Centers will help the students who do not have a bank account with helping them to open Jan Dhan accounts. The training sessions will be monitored by the government.
Application Process
It is recommended that before applying for a franchise the training center must go through the static format of CAAF (Centre Accreditation Application Form) to understand the details and all the documents required for successful submission of CAAF.
